To add bots on your Battlefield server you will need to edit the map list. Using bots requires the GPM_coop gamemode to be set for each map which should have bots.
You can edit the maplist from the BF2CC client. If you're not sure how to use the BF2CC client, then please see this knowledge base article:

Note: You must install .NET Framework 1.1 as otherwise the BF2CC program is unable to apply and save any changes the maplist.
